I can't attest to "all", but I will agree with you for tangent planes (then coincident to this plane).
Never the flip-flop you see when mating directly with the regular tangent mate.

In addition to selecting an assembly in the tree, you can also select an assembly by right clicking one of its components and selecting "Select Subassembly".
If it's part of a nested assembly, the you can select the immediate parent and a generation above that.

A point coincident to a spline (or anything else) is a gimble (gimbal?) situation.
All sorts of pivoting about the point and translation along the spline can occur without violating the mate.
Perhaps another mate or mate entities selection, as others have mentioned, may be required.

What you're looking for is called numerical sorting. Which sorting method happens in a File Explorer window? Is it like your OP image? Perhaps Windows sorting got change somehow. If you only need material at the bend, your cut sketch can be colinear to the form line and SW will refold.

I can't replicate your issue (SW2019), but perhaps it has something to do with "Count delimiter" in doc properties.
If this is set to "Use hole standard" then perhaps the two hole types are different.
