You may want to consider a completely different approach. Rather than using pack and go for the entire project (which probably duplicates a lot of files that you won't be changing), just pack and go (or Save As) the top assembly. The drawings have exactly the same name as the part/assembly they are referencing? Welllll... no. We added a 2digit adder to help identify part drawings that go with assy drawings. I was thinking that the first test (that worked) we had done that, but we didn't. That brings up a best practice quest...

We attempt to use edrawings. But with large assemblies it's terrible. Takes forever to save a project. Sometimes it crashes before finishing. I was looking at SW 2022 stats when I ordered. SW 2021 doesn't support our vid card. I don't want to upgrade to 2022 any time soon. Any one else using the AMD Radeon Pro W6600 card with SW 2021?
