the number in the text will not update if the balloon used to create the number in the text is deleted. To add a linked balloon to the note, just edit the note text, and click on the appropriate balloon in a drawing view. If the view is on another sheet, you can use Window...New Window to create a second window of the same drawing and show the appropriate sheet so that you can click the balloon.

If you open your document template (.prtdot) and change the setting in the Configuration Properties (your first image above) and then save the template, any future parts made with that template will default to that setting.

For what it's worth, this has been my preferred way of viewing assemblies for 20 years. To change it back, just right click at the top of the feature tree, select 'Tree Display' and turn on 'View Features' instead of View Mates and Dependencies':

Thank you all for the suggestions. I think I just need to change my approach to how I find what downstream features are broken by proposed changes; my old practice of turning things on and off just isn't suited in SW. I find Dynamic Reference Visualization very helpful for this sort of thing.
