Changing sheet metal "Auto Relief" is having no affect on part
The fabrication department told me that the corners of the attached part need additional relief.
I had Auto Relief set to Tear. I tried changing it to Obround (0.5). It had no effect on the Flat Pattern.
I then tried Rectangular (0.5). That had no effect on the flat pattern.
I then tried different numeric values with Obround and Tear. They had no effect.
Am I doing something wrong?

because you manually did the cut in the corners it won't change when you use the convert to sheet metal. You can change the cut you made to make it larger.
Or don't do those corner cuts at all. After your shell operation do the "convert to sheet metal" operation, pick the bottom surface and then add all the bends, use the tear vales there to control the corner relief.

Better yet, I would not have even done the shell, I would have just extruded the bottom your 0.135 thickness and then added edge flages.

Got rid of the shell and corner cuts, use convert to sheet metal, which rips the corners. Last add the corner reliefs.

Obviously not directly related, but what is the purpose of the double duplicated vertical feature tree? I never understood that.

We deal with a lot of configurations so I often split the tree to show configs below.

It defaults to the Feature Manager tree....just select a different tab like the Config manager.

That drives me insane. I'm sure there is some situation where it might be helpful, but it hasn't found its way into my workflow.

It is the default UI when working in Simulation. One window shows cad, the other simulation. Neither are big enough to be very useful, so it is a constant struggle of scrolling in one window or another, and constantly adjusting the window split position to so that it is easier to find what you are looking for.
