Display state sub-pane not sticking after modifying

SW-2024. Whenever I move the display state window upward towards the configurations list by gripping the pane title edge with little hand, it always seems to eventually snap back to the bottom again once I have returned. (It's just a personal aesthetics thing in order to make a more compact combined view). Is this self positioning a hardwired SW thing or can I can somehow lock my particular layout?

It is hard coded, and can not be changed.
