Rollback bar
Blue rollback bar became white and cease to move. What is the reason?
Model Break View is on. Turn it off, and it works.

Restarting doesn't fix the issue? I've never seen this before from what I recall

I don't see a freeze bar. Is your freeze bar pulled all the way down? Is it activated in the settings? s the part used in-context somewhere, or is it inserted into another part? I think this can happen if you are also editing it in the context of an assembly, and then opened it in its own window too.

Rebooting the computer is impossible now because many files are opened.

IMHO, it is one of those things where SolidWorks loaded it's memory and now is causing random issues. Try saving all, closing SolidWorks, reopen SolidWorks, reopen problematic file or having a collegue open the same file and see if he has the same issue. No problem with other files therefore not sure rebooting will work. It is a very old file. I am in the process of checking it and deleting it from the system. File is attached (SWX 2020v).

The part does not seem too complex, you could try copy/pasting the features from that part to a new one and see if the new one is fine. If it is, you could overwrite the old one and most references would not be lost as far as I'm aware.
Edit: Looks like Mr. Miller has figured out the issue!

Model Break View? I have to admit, I've never heard of Model Break View before. That Solid Edge sabbatical took its toll! Good job @mike miller !
