When I rename a feature in the feature manager, that rename does NOT carry over to all configurations?
Am I missing a switch somewhere?

It changes in all configurations for me, and I'm not aware of any setting that controls that.

What Feature is it?
Since 2018-ish for example, a new Structural Member will rename itself if you A) have not manually renamed it, and B) its profile changes. I do not know if that can be configurable.
Otherwise, I'm not aware of the applicable switch you're looking for.
