"The sketch cannot be dragged because Automatic Solve Mode is off."

I'm getting into making SW Drawings and I'm using some sketch elements to help with annotations or detail/section views. I keep getting this warning frequently and I keep turning the Automatic Solve Mode over and over. I did go into system settings -> Sketch -> Turn off Automatic Solve Mode and Undo..... and unchecked that setting. I still get this dialog over and over when sketching in drawings. Any suggestions?
