Advanced Hole format file

So,

I've managed to outsmart myself rather well this time. Perhaps the continuum has some words of advice.

Because our illustrious IT people will not give us write access to the SolidWorks install folder so any changes to format files and such get saved, I've separated the entire list of file locations: Options->File Locations->Edit All into unique folders for each line item.

Being PDM-less this makes (made?) it a little easier to manage the various files that the are needed for the various functions.

This worked well until yesterday.

I had the need to create a fairly complex hole arrangement, so I got a wild hair and decided to use the "Advanced Hole Wizard".

As I had defined a location for Hole Callout Format, but had not put anything in the folder, Swx (v21 SP5 in this instance) immediately threw a red flag and said the format file was not in the folder indicated.

Doing some spelunking around the the interwebs, I found that the it wants file is "calloutformat.txt". So I found the file in the original SOLIDWORKS/lang/english folder and copied it into the Hole Callout Folder defined in settings.

But Mr. SWx is still bitching that it can't find the file. As a brute from method, I copied all of the .txt files in SOLIDWORKS/lang/english folder into the defined folder and it still doesn't work.

Any thoughts?

It should work. I had collected and move most of them under same folder.
I think holes are part of toolbox.

Hmm...I never use Advanced Hole Wizard and I get the same error:

I have my calloutformat file on the network. I moved the one from the install directory there and still get the error when I launch Advanced Hole Wizard. What's up?
When I launch regular Hole Wizard I don't get the error with either file in the folder.

We have a "calloutformat-ah.xml" file in our "Hole Callout Format File" File Location and the advanced hole wizard works fine.

Edit: It is originally in C:\Program Files\SOLIDWORKS Corp\SOLIDWORKS\lang\english
