Conditional Notifications Missing

I set up our workflows years ago, long before conditional notifications were a thing. I have a new workflow where I'd like to use a conditional notification, but they don't seem to exist. This is a PDM 2019 SP5 vault:

The Help file explicitly describes adding Conditional Notifications:

Various websites touting them as a new addition to PDM 2019 show the transition properties dialog box having 'Add Conditional Notification' on the Notifications tab:

But I've got nothing:

I wish I could test it on a 2019 vault for you but I don't have anything older than 2020 at the moment. The option appears to be there for my installations of those.

I talked to our VAR, and they said conditional notifications disappearing is a bug peculiar to 2019 SP5.

I ended up programming my own email VBS that I can execute as a command on transition. Which is a better option, as the content of the conditional notification isn't useful or descriptive anyway.
In my mind I can see a scenario where the bug is caused by some edge case in your vault-specific configuration.

This would be the second 2019 SP5 specific bug to bite me. The first one would quietly create duplicate custom properties that you couldn't see, edit or delete but they would control what showed up on the data card.

At the moment I'm also chasing a problem where 'Get Latest Version' causes 'File Modified' dates to jump 4 hours into the future, but only in the search results window:

we also had notifications disappearing in the past around 2020 so it is possible it was actually a 2019 issue...

Add Conditional Notification tab in SOLIDWORKS PDM Transition Notifications Tab is missing in 2019 Sp5

Suggested workaround to install a single PDM 2019 SP4 (or earlier SP) client for PDM Administration purposes only - Conditional Notifications can be edited by the PDM Admin and will apply for all clients. In addition please note that to add a NEW Conditional Notification you MUST use a PDM 2019 client version other than SP5. Once the new Conditional Notification has been added, it can then be edited by any PDM 2019 client including SP5.

SPR 1105056 - 'Modified' column in search result shows date and time in UTC format (not the local format) if the search columns include '<Version Number>'

So it's been like that for years and neither me or my users noticed until yesterday. Crazy.
