"Format" layer

The original drawing template contains the "Format" layer.
In none of the possible settings for dimensioning, labeling,.... I have not found a function that uses this layer.
What is this layer needed for?

I never figured that out either. I finally deleted it from my templates.

That doesn't mean it can't be used, you can set your doc options to use this layer as detail entities are created.
If you don't like FORMAT's settings, you can change them (in your template). You can also rename it (again, in your template).

Other than the "FORMAT" layer, there's "None" which isn't controllable (that I know of) since it's not exposed in the Layers dialog.
